FAQ for the LIBC Repair & Rehabilitation Program

Do I need to be an enrolled Lummi Tribal member?

  • Yes, you must provide proof of current enrollment

Is the program for Lummi Tribal Elders only?

  • Yes, you must be an enrolled Lummi Tribal Elder age 62 years or older, or 55 years old or older with a documented disability

Is the program income qualified?

  • Yes, you must be at or below 100% of the income limits for Washington state

Do I need to list everyone in my household and is it based on my household income?

  • No, your application will be based on the Head of Household (HOH) and their income only, however you must provide all income for the HOH such as employment, SSI, SSA, Disability, Pensions, state assistance, G.A., TANF, unemployment, etc.

Am I required to have homeowners’ insurance?

  • No, but it is highly recommended to protect the home with any future issues

Do I need the deed to my property?

  • No, as long as we are aware that it is the primary residence of the Head of Household and that the repairs are necessary to ensure that the home is decent, safe, warm and sanitary

Does my trailer qualify?

  • Yes, most will qualify (some may not if the trailer is not repairable, as determined by staff/contractor)

How soon will I receive assistance with my repairs?

  • There is a waiting list and we are addressing immediate emergencies first and then going to the wait list in the order the applications are received. Please be aware that we also depend on contractors and their schedules, and some projects will not be completed right away.

What is considered an emergency?

  • Furnace or main source of heat is not working
  • Major water leaks or frozen pipes
  • Electrical issues
  • Non-functioning bathroom (only one bathroom in the home)
  • Non-working refrigerator or cooking stove
  • Hot water tank not working (urgent)
  • ADA ramp (urgent)

What would disqualify me for assistance?

  • Incomplete application
  • Not an enrolled Lummi Tribal Elder
  • Over income, exceeding 100% of the statewide income limit
  • Not the HOH’s permanent place of residence
  • Home is condemned or in foreclosure
  • Have already been assisted, unless an emergency arises that threatens the health and safety of the home making it unsafe for the Elder to reside
  • Not a repair, such as utility bills, rodent/bug infestation or extermination, etc.
  • Have been assisted through other programs (not fully disqualified, you will be on the waitlist and assisted when everyone else who has not received prior assistance is helped first)

If disqualified, is there an appeal process?

  • Yes, you will need to submit a letter of appeal to the LIBC Treasurer’s Office
